NO JUSTIFICATION FOR PROF DIBU OJERINDE TO CUT OFF CAFES FROM 2015/16 UTME REGISTRATION

Fellow Nigerians (Students, Parents, Café Operators, Government officials, Leaders at all levels), I greet you all. I take the pain to compose this write up in response to the LIES and utmost INSINCERITY of Prof Dibu Ojerinde in his speech on the upcoming JAMB UTME exercise where the following statements were uttered. A. “Most of the cases of impersonation and other malpractice were initiated from the registration process by cyber-cafes; hence the need to regulate the registration process to ensure the system is malpractice-free”. –JAMB B. By this arrangement, candidates are to obtain their application document from the designated banks and proceed to any of our CBT centres and register for the examination at a regulated fee. –JAMB The above statements shows the insincerity of the JAMB Registrar. When JAMB introduced CBT newly, Cybercafés were charged the sum of N10,000 to be able to get access code to register candidates. Then it was called Refundable, Caution fee. And even a staff of JAMB would go various Cybercafes to inspect Biometric facilities for the exercise. Then JAMB explained that any Café that violated registration rules would have their access codes withdrawn, stop participating in registrations and forfeit the N10,000 caution fee. The following year, Jamb covetously changed tactics and announced that the N10000 is now Non-Refundable. So, Nigerian Business Centres were made to pay N10,000 just to register candidates for Jamb UTME Examination (which is not really special compared to other examinations like WAEC, NECO, GCE, TOEFL, Post UTME, etc).This we have been doing without getting any equipment from JAMB. On the Issue of Impersonation and Malpractices: As an experienced Operator with integrity, I like to say categorically to Prof Ojerinde to avoid misusing the rare opportunity he has to be at the Helm of affairs of a Dynamic Institution like JAMB to blackmail and utter derogatory statements/comments on Cyber Cafes/Business centres just to score cheap points. If any candidate is found to be involved in malpractice(s) and a Registration centre is suspected, Is it not only rational that such centre should be investigated and if found guilty given appropriate sanction? OR what then is the purpose of Access Code and the Money Cafes were made to pay (N10000) yearly? Also, JAMB CBT exams would not have been possible without the immeasurable imput from Nigerian Business Centres and Cybercafes It is obvious that our job ends at the point of registering Candidates. How can somebody wake up to attribute every reason for failure of CBT exam to the same people who have served as the wheel of possibility for the CBT exams.? Therefore JAMB and CBT centres should be held accountable and prosecuted for Every successful malpractice or impersonation during UTME exams for the many obvious reasons: 1. Every candidate registration can be traced to a Business Centre that registered such candidate through JAMB access codes that uniquely identified registration centres; So, why is JAMB not dealing with suspected Cafes as stated in the rules given to us? 2. At the CBT centres candidates are made to thumbprint; Why are candidates suspected to have done fake registrations allowed to write exams? OR How did candidates succeed to impersonate at the centres? 3. Also, I have observed that JAMB does not monitor the registration process by going out to visit accredited registration centres for compliance. The very first year UTME started was the only time a staff of JAMB came to our office to inspect our facilities for the exercise. 4. After the first year, many other people that got accreditation just got it through the internet. This is one of the areas where JAMB has failed herself in not doing the job Government is paying her to do thoroughly. It is sheer laziness. On the issue of candidates traveling to very few registration centres for registration I feel very sorry for candidates and parents if this decision stands. 1. I have no problem with Banks selling forms as Banks branches are all over the country and parents can buy forms for their wards. So this is ok. 2. But if after purchasing forms candidates are to go locate a CBT centre just to register for EXAM then I think OJERINDE’S reasoning has to be cross examined. What does JAMB really want to achieve as most CBT centres are far away from candidates houses? For example, in my village there is no CBT centre. So every candidate must travel to the state capital Just to register for JAMB UTME examination – in this Jet Age? How about the risk of life in traveling? How about extra costs incurred in transportation? 3. UTME registration is not an all-the-time smooth registration. There are times when this could take a whole day or even days due to Issues with Jamb website www.jamb.org.ng or ISP and candidates have to come to complete registration at a later date even with the use of OFFLINE SOFTWARE. 4. There will be times when candidates may not be able to decide on a choice of school due to non-availability of courses in the preferred school and he/she has to go home to clarify things and come back at a later date to complete registration. 5. Didn’t JAMB consider the stress on the part of the candidates and parents who will want to take their wards to the point of registration? 6. There are about 300 CBT centres in the country. In Lagos there are less than 20 CBT Centres as at now. So JAMB really has not told the public their real intention as I know is not in our best interest WHY CLAIMING THE ANGEL WHILE PAITING US THE DEVIL The current success being recorded by JAMB would not have been possible without the input of Nigerian Business Centres/Cyber Cafes. When JAMB introduced thumb-printing as part of the registration exercise: The Cyber Cafes made JAMB CBT possible by investing in acquiring Industry Standard Biometric Equipment for the exercise We released our facilities to be used for registering JAMB without getting any commission from JAMB directly Where were the CBT centres then? There was no single CBT centre then. No CyberCafe Operator was paid any commission, rather JAMB started extorting them by introducing N10,000 caution fee. At first it was Refundable later it became Non-Refundable. God dey. Cyber Cafes are closer to candidates and parents. WHY QUALIFIED CYBERCAFES SHOULD CONTINUE TO REGISTER JAMB 1. Nigerian Cyber Cafes have got the credibility in skills and experience as they handle all manner of registrations such as JAMB, Post JAMB, WAEC, NECO, JUNIOR WAEC, GCE, NYSC online, etc 2. The Cyber Cafes made JAMB CBT exam possible by investing in acquiring Industry Standard Biometric Equipment for registration exercise 3. The Cyber Cafes have got the adequate facilities for the exercise 4. The Cyber Cafes are closer to candidates 5. Registration is always easy and no additional cost of long distance travels. Also no risk of life. 6. The Cyber Cafes have no direct contact with the CBT centres and so cannot initiate malpractice as the CBT centres who will also conduct the exam 7. The CBT centres are not all owned by JAMB and so cannot be totally trusted 8. The CBT centres are too few at the moment – there are only about 300 in the country against roughly 1.6million applicants. 9. It is easier to induce CBT centres as they have direct contact with the parents and candidates who would write exams at their locations 10. If possible, CBT centres should not be allowed to participate in the registration exercise. WHY CBT CENTRES SHOULD NOT BE ALLOWED TO REGISTER JAMB 1. CBT Centres are also third party establishments being run by independent individuals 2. Let me burst your EGO Mr Saint Prof Ojerinde. SOME CBT CENTRES ARE NOW AIDING MALPRACTICES AND IMPERSONATION FOR SOME FEES. 3. The CBT centres are too few at the moment 4. Many of them are too far away from candidates 5. They could be easily induced by Parents and candidates as they have direct contact QUESTIONS FOR PROFESSOR OJERINDE TO ANSWER 1. Why are Facilities not accessed before issuing access codes to some business centres in the past 3 years of JAMB UTME? 2. Why are your representatives NOT going round to monitor registration in Cyber cafes during the exercise? 3. Why have you not prosecuted anyone found guilty of aiding malpractices and impersonations, including your staff and CBT centres? 4. Who have been responsible for Question leakages in the day of Purely Pencil and Paper examinations. Is it the CyberCafes? – PLEASE TELL THE PUBLIC 5. Is it not true that you are deliberately taking this business as personal because some of the Top Officials of JAMB now have CBT centres across the nation? 6. Why are exploiting candidates by the introduction of JAMB E-bundle card at N1000 when they will still have to get the JAMB E-Facility card at N1000 to print the original result? 7. Why have you decided to punish people by making them travel long distances, waste more money on transportation just to register JAMB? 8. Form = N4500, Literature=N500, Registration=N700, Transportation+Stress= ……… What is the justification for JAMB to be N5700 plus even when you are not printing Papers. EFCC should investigate this. 9. Are you aware that the candidates will still write Post UTME at some exhorbitant costs? 10. Why are you not sincere with yourself and the entire nation, shifting the blame on the people that alleviate your burden There is no single justification for anyone to say that Nigerian Cyber Cafes cannot carry out standard registration for any exams. We implore all stakeholders (parents, candidates, even the national assembly) to wade into this matter and hold Prof Dibu and his team to answer the above questions. If the allegations are true that the Prof and other top officials of JAMB have CBT centres then they should vacate their posts immediately. Please help get this info circulated till this Man is called to other or made to vacate the post of JAMB Registrar.
